Pamela Napier is Senior Director of Contracts, with more than 25 years of experience managing complex government, commercial, state and local contracts. Her expertise spans the full contract lifecycle, company-wide contracting and compliance policies, internal controls, and risk-management frameworks.
Pamela began her career in New York City’s fashion industry, where a fast-paced, highly competitive environment sharpened her skills in organization, client service, and negotiation. After earning her Microsoft professional certification, she moved into technology and government business operations, teaching end-user applications to organizations including the U.S. Patent and Trademark Office and the Smithsonian Institution. Working directly with government customers and end users sparked her interest in proposal development, government business operations, and ultimately contract management.
Known for pairing regulatory depth with a practical, business-focused approach, Pamela partners closely with executive leadership to identify risk, protect organizational interests, and support successful performance and revenue growth. She has guided organizations through process improvement, quality management, Six Sigma, Agile, and CMMI-aligned initiatives while building strong relationships with government customers, industry partners, subcontractors, and internal stakeholders.
Pamela grew up in Hawaii, where she developed a lasting appreciation for the ocean, outdoor adventures, and the close-knit community of island life. When she isn’t navigating complex contractual challenges, she’s deep-sea fishing from her Sea-Doo jet ski —an activity that reflects her independent spirit, love of the water, and comfort taking on new challenges head-on.
