Other Transaction Authority Specialist
Location: Fort Belvoir, VA
Position requires the individual to have basic competencies in awarding, administering, and managing Federal Contracts. Serve as a specialist responsible for the execution of the day-to-day duties for acquisition and procurement of prototype solutions for other transaction agreements. Individuals will be responsible for cradle to grave support and execution, to include: strategy development, pre-award execution, and post-award administration. Individual must be competent in leading and building relevant strategies for executing prototype and production agreements and associated documentation with little to no precedence, policy, guidelines, or templates. The individual must have experience reading and understanding procurement regulation and salient statutory mandates while driving innovation, creative strategies and procurement processes while leveraging other transaction authorities.
Knowledge of contracting principles, policies and procedures.
Knowledge of business practices and market conditions applicable.
Skill in applying contract price/cost analysis techniques to a variety of pre-award and/or post-award procurement actions.
Skill in applying creative source selection strategies to streamline processes or expand Government access to innovative solutions.
Ability to communicate both orally and in writing
2+ years of OTA experience
BBA or relevant field
FAC-C Level II or DAWIA CON Level II
acquisition planning, market research, oversight and participation in formal/informal evaluation processes, cost/price analysis, negotiation support, preparation of pre- and post-award contract documents, and administration and closeout
Manage the planning and execution of pre-award activities, such as evaluations and selections of prototype solutions
Administer agreements by assuring compliance with the terms and conditions of established agreement, including resolution of problems concerning the obligations of the parties.
Research and develop prototype and production project agreements
Prepare prototype production agreement drafts, including provisions, and final documents for signature
Basic Required Qualifications:
10+ years of experience providing Cybersecurity expertise within government contracts.
5+ years of experience working within the Army’s Defensive Cybersecurity Operations.
United States Citizen.
Have a DoD Secret clearance (required upon hiring) with the ability to pass an SSBI background.
